The practice of binding official documents in red strips of material has a long history, believed to date back to the 16th century. Eventually, the expression "red tape" came to generally describe a morass of bureaucratic or organizational rules, regulations, and structures that slow or endanger progress

Encased in a block of clear acrylic, this strip of twill, red tape was taken from documents accessioned by the staff of the National Archives and Records Administration, documents in which "cutting through the red tape" was necessary to access the papers. The paperweight measures 4-1/2" x 3-1/8" x 7-1/8" and comes with instructions for its care.
